Crystal Cubbage is an accomplished education executive and systems builder with 25+ years driving collaborative change in mission-driven organizations. She has launched and scaled coalitions, designed learning systems, and brokered multi-stakeholder partnerships that strengthen communities—bringing strategic vision and operational discipline honed across nonprofit leadership, education innovation, and board governance.
As Founding Executive Director of The Philadelphia Learning Collaborative (2018-2025), Crystal built a 14-school coalition from the ground up, establishing governance structures, securing $2M+ in funding, and creating signature programs that developed educators and expanded student access to innovative learning models. Under her leadership, the organization trained 90+ educators through its Teacher Institute, created the first-in-the-nation partnership between the School District and the Carpenters’ Union preparing high school students for union apprenticeships, and established collaborative structures that enabled schools to strengthen student-centered practices citywide.
Prior to PLC, Crystal served as Executive Director of New School Models for the School District of Philadelphia, where she facilitated the launch of major partnership schools, including the first performance-contract school in the district’s history. She bridged bureaucratic barriers, rescued a noncompliant $3M Carnegie Corporation grant by implementing accountability infrastructure, and represented the Superintendent’s Office to secure department-level compliance—enabling schools to exercise agreed-upon flexibilities while maintaining district standards.
Her career includes strategic partnership development at Drexel University, where she led the two-year planning process that co-located Samuel Powel Elementary School with Science Leadership Academy Middle School and secured $1.8M in grants; research at Jobs for the Future analyzing 200+ high schools across 24 states; and a decade teaching physics and chemistry at Philadelphia schools including Girard College, The Shipley School, and Germantown Friends School. During this period, she co-founded The Forerunners’ International Institute and its flagship program Journey to Freedom, an international cultural exchange operating across five countries in West Africa and Europe.
Crystal currently serves on the School District of Philadelphia Board of Education, appointed by Mayor Cherelle Parker, and on the board of EduColor, a national organization advancing justice in education. She is an active member of Black Nonprofit Chief Executives of Philadelphia. Through her board service, she champions student centered learning, educator development, and equitable access to innovative educational models.
She now leads Cubbage Consulting Group, partnering with mission-driven organizations to build collaborative structures and learning systems that strengthen capacity and drive sustainable impact.
Crystal began her career as an Electronics Engineer at NASA Glenn Research Center before joining the Peace Corps as an Education Volunteer in Cameroon, West Africa—a decision that permanently redirected her from engineering to education. She holds a Master of Education in School Leadership from Harvard Graduate School of Education and a Bachelor of Science in Physics from Lincoln University. A proud Philadelphia native and Julia R. Masterman graduate, Crystal enjoys cooking, traveling, scuba diving, bike riding, and time with her nieces and nephew.
