Ronald Jackson is a seasoned professional with over three decades of experience in organizational development, individual and community supportive services, and community housing development in quasi-governmental and nonprofit sectors. This role not only underscores his commitment to the community but also reflects his broad expertise in various sub-fields of organizational management, from accounting and finance to client services and executive management. His contributions have significantly bolstered the services of organizations, aligning them with their core mission.
Ronald’s most recent experience was through a company he founded in 2022, Orula Consulting LLC. During a leadership transition, he served as interim CEO of the Suffolk Redevelopment and Housing Authority between April 2023 and May 2024. He was able to steady the agency and prepare the organization for a new, permanent CEO. Ronald reorganized the compensation system during his interim engagement and earmarked additional staff training and personal growth funding. These measures greatly enhanced staff morale and retention. Before departing the organization, Ronald was responsible for setting the stage for two important initiatives: the development of an Asset Repositioning strategic plan to guide redevelopment and client support service activities over the next three to five years and overhauling the CEO performance evaluation process from a static annual exercise, to one that’s ongoing, forward-looking, and clarifying.
Prior to founding his consulting firm, Ronald served as the Executive Director at the Norfolk Redevelopment & Housing Authority (NRHA) from 2020 to 2023. His tenure was marked by significant accomplishments, including leading a team of 250 employees and managing a $120 million annual budget. Ronald’s strategic planning, organizational understanding, and community engagement were instrumental in successfully implementing the early stages of a significant community development initiative. Despite the challenges posed by the COVID-19 pandemic, Ronald’s leadership ensured high organizational performance, steering strategies that prevented financial default and guided the agency to its first balanced budget in over a decade. His role in creating and implementing a five-year strategic plan for the agency continues to serve as a strategic guide under the new administration.
Before joining NRHA, Ronald was the Executive Director of the Hampton Redevelopment & Housing Authority from 2011 to 2020. He led the agency to become a HUD High Performer, overseeing a $50M budget and serving 10,000 residents in 4,118 housing units. He was very productive as the Deputy Executive Director at the Lucas County Metropolitan Housing Authority and the Chesapeake Redevelopment & Housing Authority. Ronald also served as the Finance Director for the Virginia Beach Community Development Corporation, an agency whose primary mission is to improve housing and supportive service opportunities for low-income, senior, and disabled families. Ronald also served in the U.S. Army for six years with an honorable discharge.
Ronald’s educational background and professional affiliations are a testament to his expertise and commitment to continuous learning. He holds a Master of Public Administration from Old Dominion University in Virginia, a Bachelor of Business Administration from the University of Cincinnati, and a Master’s Certificate in Organizational Leadership and Strategic Organizational Leadership from Villanova University. He is a Certified Professional Manager from James Madison University and a Certified Executive Coach at the University of Kansas and the Center of Executive Coaching. Ronald’s professional affiliations include the American Society of Public Administrators, the National Association of Housing and Redevelopment Officials, the Florida Nonprofit Alliance, and the Florida Redevelopment Association.
